There is presently no absolute scale to determine when a particular collection of factors escalate a case of animal neglect, abuse or cruelty into a situation reflecting higher risk to the animal and others. The practitioner should use his or her good judgment and clinical experience in recognizing that a number of aggravating factors may be cause for serious concern about equine welfare.
